A mod that makes universities friendlier and buffs nations with smaller population's university output.

Is compatible with every mod that doesn't change universities.

The changes to the universities on large countries make them take twice as many universities to equate to one in the regular game, except with 3 less paper at max level. The real change comes to small countries where they get a throughput buff effectively decreasing the population cost of innovation since throughput increases input and output goods but not employees.

The numbers on population to throughput are:
10x at less than 1M
9x at less than 2M
ect...
2x at less than 9M

Future Variation:
- re-balance technology spread

@Taylor Not really it's more like each university equals half a university, except with 3 less paper at max production method (they also take the same amount of time to build). The real change comes to small countries where they get a throughput buff effectively decreasing the population cost of innovation since throughput increases input and output goods.

So basically it equates to saving 0.5x workers and input goods?
