The mechanics are copied, at least for the most part, from 2k21. It is extremely flawed due to the fact it is directly correlated to the current FPS for as far as I have researched and found out myself, two details :

- The positioning of the dial when a perfect tempo is hit relative to the center
- The amount of possible spots the dial has access to. The higher the FPS, the more spots it gains
- A third detail to mention is Online. Something seems to randomize the feel of the tempo every time. Very often whenever I play matchmaking, the tempo feels off, typically going slow for no reason, but a few times fast for no reason. This is confirmed by going to the driving range right after and confirm that I can perfect the next 10 shots just fine even with max loft/spin. Nothing you can do about that beside ignoring Online completely

With all that in mind, this is why the tempo feels very random at times, because the "perfect spot" moves around depending of your current FPS. It is imperative to have a FPS reasonably high, stable and at a precise amount so the dial lands precisely in the center and not a nudge to the right or left when your tempo is perfect, without the dial landing too far to the left or right when the tempo isn't perfect. This guide aims at fixing that awful mechanic

If your PC is able to process the game at a stable 60 FPS, you can simply leave VSync On.
While in PGA Tour 2k23 :
Settings -> Graphics -> VSync -> 60 Hz

This will result in a stable "perfect tempo" dial but the dial will slightly be offset to the right with default/untouched calibration. For your case if you calibrated, it could be set right in the middle, but there is a higher chance it sets outside the white zone too and the only way to fix this is to calibrate until the game decides the dial now sets in the middle at 60 FPS. At 60 FPS whenever you miss the tempo, the dial will set very near to the edge of the gray/blak zones, making your not perfect tempos by a little very punishing. Higher FPS tightens the gap, bringing the dial closer to the middle when you don't perfect the tempo.

Steam
Right-click on the Steam icon in System Tray -> Settings -> In-Game -> In-Game FPS Counter : On - Wherever you want it to be visible


PGA 2k23
While in game, go to Settings -> Graphics -> VSync
Turn it Off


Play a round on preferred graphics quality and take note of your FPS while playing. You will need to choose a number that's close to the minimum your computer is able to display while playing an average match of golf to figure out at what FPS the game is most stable at. For instance, if the FPS fluctuates between 100 and 120, a good number would be 95 and lower. Make sure to try different cources for more precision ; Some courses are more taxing on your FPS than others

Take in mind that unlimiting your FPS will imperatively run your graphics card hotter, so it is important to not go overboard with the FPS you are going to set. My own computer screen is 60 hz so going over 60 FPS is basically a waste of frames, but if I let the game run at 120 FPS the spots the dial has access to basically doubles, at the cost of my graphics card running 10'C hotter. Personally, my game is capped at 94 FPS

You will need to find a way to manually limit the FPS at a custom amount however you can. I personally use NVidia GeForce Experience. If you do not have access to that, I sadly cannot help much with the rest of the process. If you have it, then wonderful, let's go to the next step

Right click on the NVidia GeForce Experience icon in System Tray -> NVidia Control Panel -> 3D Settings -> Manage 3D Settings (the second tab named Program Settings)

! Make sure PGA Tour 2k23 is closed

1. You will need to add the game to the list. To find the location of the game, go to your Steam Library, right-click on the game name, Manage, Browse local files. The directory can be found at the top of the window (May need to click on the text field first).
   
   You can now go back to the NVidia GeForce Control Panel Settings window, click Add and browse to the game exe. Select PGATOUR2K23.exe
   
2. There will be two settings related to FPS on the list below. You will have to change them both to the value you chose earlier.
   
3. Apply the changes, leave the window open
   
4. Open PGA Tour 2k23 and go to the training field
   
5. Swing your driver and test if the dial sets in the middle when the tempo is perfect
   
6. If the tempo still doesn't set in the middle, close the game and go back to NVidia GeForce Control Panel and change the FPS values to one lower (Step 2)

If the dial now sets in the middle, congratulations : The game is now properly set to a stable framerate and centered tempo dial.

Notes

On the matter of calibration, calibrating your swing after doing all this will offset the dial once again, and you will have to again find the right FPS to set to put back the perfect tempo dial to the center

Chipping is always offset to the right compared to every other swing type. There is -nothing- to fix this as far as I know

Keep in mind that program settings reset every time you update the graphics card driver (Very stupid I know, blame that on NVidia not me) and you will have to change the max framerate every time you update the driver
