This part of the city is known as the old city of Los Osos. millions of people crammed into a kowloon city-style living space forming a wall of human shields that seperates the inner city from the terrible outlands. the people that live here have no where else to go. join the criminal syndicates that survive by taking advantage of eachother, using and betraying eachother, and enemies on one job and friends on another.
