To get a book of cheat codes, you need to visit a scribe on Saint Iseidor and complete a quest to find his book (you need to catch it with a fishing rod, you can take it as a fisherman in a normal conversation)



After that, to use the book, you need to buy it from the scribe and drag it to the silhouette of the character in the inventory.
