Like how about: "Hey, I see this guide is a little old but i'd like to offer a nugget, changing the power saving settings and disabling threaded optimisation might also work"
I haven't found anyone who knows the definitive cause for this bug, what I typed in this guide worked for me but it does seem to vary a little form person to person. At least I spent the time putting it on here to maybe help people. Not saying I know everything, but at least I know manners, ♥♥♥♥♥♥♥♥

Threaded optimisations are disabled by default in brink.
Modern cpus dont need to be told how to behave, power saving modes getting in the way of games hasnt been a thing for years on desktops. Same goes for graphics drivers.
Look at other idTech 4 games such as Doom 3 and Quake 4, they have a similar issue that is resolved with a 63hz refresh rate (didnt work for me in BRINK), also some references to a fixedtic command that BRINK does not allow the user to access.
Hard to believe a "system fault" when BRINK is the only game that exhibits such stutters.
The NVIDIA profile is copied from a guide on another IdTech title with the same issue.
The config allows to uncap the frame rate.
I will admit the .1% bug is both hard to replicate and seems to be caused by almost anything. I dont have this issue as of recently (stable 400+ fps) so I cant really go and check again. If it magically helps even 1 person then that's cool / better than nothing right?
