Splinter Cell Blacklist doesn't force online connectivity, the save file offers DLC and Uplay rewards as the games DLC only says "give this player this item" as oppose to "allow this player to use this item"
yes technically there is no way of connecting with another player as the game even lacks LAN which would of saved a lot of hassle considering services like Hamachi and such allowing an LAN experience as an online matchmaking session.
you'd think you couldn't use the weapons and outfits but you can and on any mission, the only downside to this is needing a mission order list so you can play the main story in the order it was intended since all missions will show as completed.
