There's a problem with the building. There's no way to place it. It says you need to build a harbor to unlock it. I tried all the harbors, including the ones of Sunset Harbor DLC and nothing. It's always blocked.

which one i used all of the harbors none unlock it

very nice looking building yet it requires i build a harbor ive build a few harbors to unlock it yet it is not unlocking for me

I appreciate every structure for my Miami map.
From Miami Shores / Hialeah (NW95th Street) in the north to Coconut Grove (Poinciana Avenue) in the south, I can use anything.
In the west, my map extends to 42nd Avenue.
