When launching Red Alert 3 and heading to the Skirmish tab. The Skirmish options are greyed out, no maps show up on list, random bonus crates greyed out, and no money options.

1. Windows Start Up / Run Box (Windows + R)
2. Type in: %appdata%\Red Alert 3\Profiles
3. Select your profile folder
4. Find and delete the "Skirmish.ini"
5. Relaunch Red Alert 3

This just saves the setups made in Skirmish window like the last chosen faction and such. This will be auto-generated next time you launch RA3 / any mod and filled with default values
