You can force it to always launch in seated VR by adding this to the command args:
-vr seat
In truth, it depends on the speed of your GPU and your headset, because 100% render resolution in Steam VR is in relation to the resolution of your headset, i.e. its a whole different amount between a Quest 3 for example and a Beyond.
I personally would advice setting MSAA to 4x (or higher) if you can reach 100% with your desired frame rate and the other ingame settings (like reflection quality) you care about. Afterwards, raise the render resolution up further.
With a Quest 3 on a RTX 3080 for example I play at 4x MSAA, IIRC 135% render resolution at 90 fps. If you have a newer GPU, you can push even more.
