In the Wolfenstein games, I found that setting the AA via the graphics drivers rather than in-game helps. I haven't played Rage in a while, so try that.
But it's definitely not pure 16x MSAA rather 16xS. Well, I guess it is 16xS, since it pretty much looks the same and 99% of my performance metrics are the same as well.
Sadly I cannot make an exact visual comparison because changing the setting unloads all streamed textures and properly loading all requires me to walk around, making comparison shots difficult.
2x, 4x and 8x are pure multisamples though.
What can I say, 16x looks the best by far.
Setting it to 8x MSAA pretty much fixes that.
