1) The fuel barrels are for other platoons (mostly infantry) to give back to logi, which can do logistics work on them with engineers and a nearby truck to get that fuel. Logi platoons can give fuel to other platoons either from their trucks or from fuel caches. They can make fuel cans from either of those and anyone can pick them up.
2) Armor platoons have enough resources for a single tank in the beginning because it would be very difficult for an infantry platoon to deal with.
As they fight with that tank, they get Command points with which they can use Air Supplies for more resources (you can also call them on your HQ, but you only get 2 drops).
If you have a friendly logistics platoon, they can also give you resources.
Alternatively, you can play the modes labeled "Battle" and call in 4 tanks when the match starts.

Unfortunately, the AI isn't really set up to play within the constraints of the mod. If you want to play against it, you could try letting it use one of the non modded factions and without the Victory Condition mod as it doesn't know how to generate more resources by itself.
