Allow Multiple Claims without Innovations

This could be called a reduced update to Lingerie Goat's Allow Multiple Claims Always.

All it does is allow you to press multiple claims in a war, for yourself or others, without the Divine Right/Rightful Ownership innovation.

For those who played with Lingerie Goat's mod, this does do less in that it only affects claim wars - not conquests or anything else.

If you'd like something with the same effect but with more features I recommend The Big Bad Wolf's mod: Allow Multiple Claims and Unlimited Wars.

It only applies changes to one file:

So it is a very small mod, but it will conflict with any other mods that change that file. Any other conflict or problem is unlikely, if not virtually impossible. :p
