Mafe rework for Gust and Gale

This mod reworks the Gust and Gale winds of the Sea of Eral:

• Gusts give less SPD, but last for far longer. The Speed bonus stacks the more Gusts you pick (duration is always refreshed every time you pick one, even in Vanilla).
  
• On any Shipwreight, you can upgrade the duration of Bonus Speed and the initial force. This costs gold.
  
• Now you are able to see in real time how much extra SPD bonus you have and for how long it does last
  
• Gales no longer debuff SPD. Instead, they remove any instance of Gust buffs you have when you touch one.
  
• For technical reasons, max bonus SPD is now capped at +10
  
• Cartographers offer a new service: Purchasing Accellerating Oils, an item automatically used when sailing that gives SPD bonus when moving. Consumption can be turned off or on while sailing by pressing the key you have assigned to "previous party member" (You will see an fx if you did this correctly).
