More points for Capital

Description
Changes war score gain for occupaing capitals from lazy 10 to 80.
Changes possible points gain for the attacker to get from battles up to 90.
This makes capitals important.
Thats it.



Defines file mod, works almost with everything.

I had a vassal sail around an entire continent to occupy my other vassals territory that they inherited, needless to say they lost. The A.I can truly be retarded sometimes.

No. The ai will always remain retarded. Its the Paradox long lived tradition.
