2x Varied - No Bonus Stats

This mod adjusts how many skill points both Lords and Heroes gain per rank.

Added skill dump skill named Excess Training, which is located in the upper right corner, that is used for surplus skill points. AI priority skill choosing to be lowest possible for the skill dump and required level of 20.

Total number of skill points is doubled for Lords and Heroes:
Lords:

• 3 points per level 1-15; 2 points per level 16-50; total of 113 skill points.

Heroes:

• 2 points per level, 3 points on levels 10, 11, 12; 20, 21, 22; 30, 31, 32; total of 107 skill points
