please correct me if I'm wrong.

What you need:
access to groove rusty.
not have accomplished the mission to scare the birds

In rusty groove when you're in front of a house full of bird poop. Even if you do not move, the birds keep appearing. So while you do not scare them definitively (using the mask), you can stay still in front of the house and leave the game running while the birds keep appearing and flying away, till you unlock the achievment.

You can do this on the quest and the birds still count even if Lili is busy telling you that you need the mask on. So I recommend standing about where the door is so you scare both groups of birds at the same time while Lili is blabbing on about the mask.

Also note the counter for the achievement goes up in weird increments so you might not see the number move for a hundred or more bird scares.

Ah, I didn't realize the mask actually despawns the groups of birds you run into. I still never used it at the rainbow house, but it's good to know for the next playthough.

It's not that the mask isn't need, it's FORBIDEN if you want to do the achievment this way. Because, once you scare the birds of the house with the mask, they don't come back. ^^

And i also think the bird counter is bugged.

The area right in front of the bird quest guy worked for me. Two groups of birds there, one up the stairs and one before the pathway. I just ran back and forth between them.

The achievement page counter definitely didn't match up - I was scaring 5 birds at a time, but the number made weird jumps regardless of how many I actually scared. Like 427 to 468 at one point, then 472 to 500. Nothing in between. I tried counting myself, but couldn't figure out the "bugged logic" behind it, like how every 3 vases you break count as 5.

But hey, I got the achievement, so at least that's working now.

I checked that exact spot (in your screenshot) multiple times for birds before I even used the mask, since you mentioned it's not really needed. Nothing there but the occasional wandering NPC.

I also ran around and scared at least 20 flocks with and without the mask, and maybe 9 actually registered for the achievement. I don't know what else has to happen for it to count...do you have to scare them so they poop on you?

I kinda wish there was an in-game bird counter like the pop-ups for flowers and vases.

Birds never spawn there for me. :/
