The reactor needs to be purged of pressure before you start it. My example reactor spawns in with 155atm of pressure in gas. The high reactor pressure will stop a large fluid pump from being able to move water back into the reactor from the boiler if the pressure is over 100atm.
I don't know if it's air in the system but it helped using the new fluid relief valve and port in the reactor. Fluid tanks in front of large pumps going in/out of the boiler seem to help with flow. I also had to add some fluid tanks to add more water to the system, like you said the boiler depletes the water.
The power, at least from pistons, isn't there. I'm going to try with steam turbines and see what I can do. Those seem to be about how much steam you can flow through them so hopefully that will work a lot better.
