I think all your choices were good ones. But yeh, the Palace needs at least one joker slot for a Relic or their "special" choice to represent their civ or history or emperor or whatever. You know what I mean, friend.
If you could ask someone (or steal.borrow.beg) for 3D art that would make your mod much cooler and a Must Have. Personally, I'm a sucker for such things.

All the other slots have kind of similar problems, meaning a "Joker" slot is really the best solution. Think of the scenarios like this: What if my civ's culture is big on relics or music or Heroes, and THAT's what I want them to see in the Audience Chamber? I mean, the Ancestral Haul should have a Relic, not someone else's Artefact...that I have to wait 1500 years to find and put in there. And so on and so on......
If you really want to do what you want to do with the Palace (which is a cool idea, I salute it) I recommend making one of the slots a Joker slot, or cutting down the number of slots but making them all Joker slots. Customization by the player is always preferable so we can express our unique culture or circumstances or just not be super frustrated. Understand?
