I don't think so. At least, I haven't seen anything different.
I agree that the instructions could be better, but you made them unnecessarily long. You just need to type "Source SDK Base" in your library's search bar and then download Source SDK Base 2013 Singleplayer, since it will show up as a result. You don't need to click on the "Tools" filter or explain that people need to launch Steam.
And the instructions are not "terrible and vague" like you mentioned, just because they didn't point out one detail, while they explained everything else well.

To download Source SDK Base 2013 Singleplayer on Steam, follow these steps:
Open Steam: Launch the Steam client on your computer.
Library: Go to your Library.
Tools: In the Library, click on the "Tools" filter to show only tools.
Search: Use the search bar to type "Source SDK Base 2013 Singleplayer" and press Enter.
Install: Find the game in the search results and click the "Install" button.
Alternatively, you can use this direct link in your browser: steam://rungameid/243730. This will open Steam and prompt you to install the tool.
