Really good, interesting, and creative scenario! Exactly what I hope to see when trying something new on the workshop. I really like that you used the charities like research. That being said, you are more-or-less forced to research vaccines over the cure in order to win, as otherwise you can't stabilize zones. Still, the scenario is good and I liked it a lot. Hope to see more like this.
