blocking port range 61455-61458 (UDP, outbound).

In other words youve got to:
open your search bar

Type "Windows Defender Firewall"

open Windows Defender Firewall.

click on "Advanced Settings"

Click on "Outbound Rules"

Click on "New Rule"

Select Port
Continue
Select UDP

enter: 61455
Continue
select block but it should be selected by default.
name it "61455".

you repeat this with the Following ports:

61456
61457
61458

Then you should be fine and you can get back to enjoying GTA Online.
