Без понятия почему но игра ломает мозги сама себе, она не может определить директ.
Открываем "C:\Users\Username\AppData\Roaming\Ubisoft"
Там две папки, в каждой ищем файл "Engine" (Полный путь для примера "C:\Users\Username\AppData\Roaming\Ubisoft\Anno1404\Config" и "C:\Users\Username\AppData\Roaming\Ubisoft\Anno1404Addon\Config")
Открываем его любым текстовым редактором и ищем параметр "<DirectXVersion>0</DirectXVersion>" меняем значение 0 на 9 (или какой директ у вас поддерживает система)
Сохраняем файл и наслаждаемся игрой.
