EU4 but war permabuffs AI

The Europa Universalis IV™️ Pacer Test is a multistage aerobic capacity test that progressively gets more difficult as it continues. The 20 meter pacer test will begin in 1444. Line up at the start. The AI modifiers start slowly, but get faster each time after you hear this signal. [war declared sound] A single war should be completed each time you hear this sound. [peace offer accepted sound] Remember to blob in all directions, and expand as long as possible. The second time you fail to win a war before the sound, your test is over. The test will begin on the first declaration of war. On your mark, get ready, [war declared sound].

Every war you declare will buff the AI, and the more you declare, the stronger the AI gets.
Pick between two modes - normal and insane - the latter buffing the AI to an insane degree, granting them every modifier known to man.

On the other hand, here are the modifiers for normal mode. These stack every war you declare, capping out at 100 times the amount below, which is for a single war:
Trade Efficiency +1.0%
Production Efficiency +1.0%
National Tax Modifier +1.0%
All Power Cost -1.0%
Discipline +0.5%
Fort Defense +0.5%
