Now I rush Cruiser hulls. By about 1905 I have 2 fleets of 4 BC3 seems to get more battles going and fixes this problem, and a bunch more of 5 8500t LC3 mopping up anything left and defending. Shoot for 28kn until you get turbines, and then 30kn for running enemy fleets down quickly.
Tonnage for naval invades is occasionally a small problem, but the campaign is going much better.
The CL's can take out escorts and then go in for a torpedo run on enemy BB's, which is the only real fair fight for them in a gunnery duel so far (1910). I'm hoping getting dual turrets (focusing turret upgrades for a very long time... #2 tech tree) and other refit upgrades on the 8500t CL3's to keep them relevant from 1910-1920's, roughly.
