Make a text file/notepad.

Name it surf, or anything you want.

Go into it and paste this config:

mp_freezetime 0

mp_autoteambalance 0

Now click 'save as' and then select 'any file type' near the bottom, rename it to surf.cfg

Put this .cfg file into C:\Program Files (x86)\Steam\SteamApps\common\Counter-Strike Global Offensive\csgo\cfg

In game, load up the map using workshop or the console command 'map 'mapname''

And use 'exec surf' to use it.
