This prevents the rebels/pirate ships from spawning due to public order issues.
These changes only take effect when you start a new campaign.

Makes the game crash.
Started on a new campaign BI as Western Rome.
Finished my first turn and game hung and couldn't get out of the game even using 'Task manager' so hard to switch off computer.
Unchecked this mod and works ok.
So mod deleted.
Would be good if it worked.
