Maybe having the songs removed depends on the region and that's why people are reporting conflicting information.
Either way as I mentioned in my first comment, one can check very quickly if they have the songs or not by starting a new game and getting in the first car, Billie Jean should always play. Adding this to the guide might be useful. :)
In the 2013, the version of Vice City was still not "cut", that's why you and the other guy have the old audio ;) About your link, this show MY license, not YOUR.

Who bought the copy before 2013 (more less) get the "gtavc_original_audio" (ID: 12114). Who bought it after 2013 (again, more less) will download the "gtavc_new_audio" (ID: 12113). All other files are untouched.
GTA 4 also went through the same "treatment", eventually.
At least, thanks to the dedicated community (modders), we can regain access to each of these games' entire OSTs. We can restore a missing part of the product we LEGALLY bought. I don't care if some people say: "you don't own sh*t"; "read EULA".

I bought it on 30th March 2013.
For those who don't know, Rockstar didn't successfully remove the songs. Their plan was to make a separate branch (which no longer had some tracks) for potential new buyers, but in the end, it failed. The original branch is still the only one accessible (thankfully).
At first, I was disappointed, knowing I have the version with fewer songs in it. Still bought it, since I wanted to finally own an original copy of this masterpiece. At one point I decided to check the game's forum and that's how I found out Rockstar had actually left the songs in, by mistake.
