Reasonable Pig Guards

Tweaks that you can toggle in configurations:

- Pig Guards will only take 1 oinc to bribe the first time you piss them off, but will then demand one more oinc each time! (Bribe cost maxes out at 10)
- Loot dropped by your own Pig Guards are no longer city property, but if you pick up the remaining pieces of their friends they will still be angry
- Fix where Pigs inside interiors will stay angry at you without being bribe-able because they have you as combat target but they don't have the "angry_at_player" tag
- Make Weevoles eat Pig Guards' torches because they already eat both grass and twigs (by default off)
