Welcome to Minnesota, the North Star State!

Leader: Walter Mondale, 42nd Vice President of U.S., Minnesotan Senator

UA: "L'Etoile du Nord"; Receive a free, random Great Person once a city has a combined 5 tiles with either: a Lake, a Lumber Mill, or a Wheat Farm. Lakes produce +2 Food and +2 Culture.

UB: Skyway System; With this Skyway System, workers can linger a little longer at the office (more Production), and students can get a little extra studying done at the library (more Science).

UW: Mall of America; a special National Wonder for Minnesota. It increases the amount of Gold the city generates by 12 and modifies by 15%. Grants +2 Trade Route capacity. Grants +1 Vote in the World Congress and United Nations.

UI: Flour Mill; Generates a unique Flour, providing +1 [ICON_FOOD] Food and +1 Happiness.

UR: Flour; Minnesota receives a free source of Flour upon completing construction of a Flour Mill.

I concur with the below (even though a jesse venture-led Minnesota civ with unrestricted fireworks replacing nukes would be great lool)

I like this a lot, would you consider changing the leader from Walter Mondale to Jesse Ventura?

Modrian - so in the city's surrounding area, you have to have 5 tiles with any combination of Lakes, Lumber Mills, or Wheat Farms. So 3 Lumber Mills and 2 Lakes ought to do it. Did you try that out?

Do you mean additional 5 tiles beyond settling tiles? GP does not appear with just 5 total tiles (and addl requirement).
