For the effects, there is a switch in the 'p menu which will allow you to turn the effects off which allows the tiny emitter dot to be visible again. Hope this helps.
In game, you can go into god mode then give yourself access to all items. The commands would be >gm (for god mode) and >im (for item menu). Then press "h" for access.
They are allowed in blueprints, but on a CV cannot be updated to a template therefor will not be repairable.
Also the hover over help is very inaccurate in their description of the larger adverts. They are much larger than 1X1 and can be altered with the multitool. You will need to experiment.
