If you decide to play the game you will notice alot of bugs possibly making the game unplayable.
In order to fix it, Its really easy, Follow the steps below
1. Download community patch V11.44 and install somewhere on PC
2. Open GTA2 steam game folder and folder of installed patch V11.44.
3. Copy all files from installed patch V11.44 to steam game folder and replace
4. Download widescreenfix and extract it to steam game folder(OPTIONAL)

No need to open gta2manager.exe, Not deeded after the patch.

How to change resolution?
Search on windows regedit.exe
Go to "HKEY_LOCAL_MACHINE\SOFTWARE\DMA Design Ltd\GTA2\Screen"
Change "window_width" and "window_height" and "full_width" and "full_height" to your screen resolution
**When opening any of the files above MAKE SURE to change the base to "Decimal" and after changing the value bring the base back to "Hexadecimal" and save
**Game menu will look funny until you start the game
