I can confirm that it works after following the installation instructions.
When I start the game I no longer also have to type in "disconnect" in order to set "fps_max".
There is no longer a second loading screen after the game starts. It absolutely speeds it up.
The main menu music still plays.
For anyone curious about what this mod does: it's a .vpk file that is smaller than 1 KB. Reading the file in plain text suggests that it changes the 1 to 19 backgrounds to a map called "nonexistentmap". This mod taps into vanilla Black Mesa fallback behavior if the backgrounds fail to load for whatever reason, in this case intentionally with a mod.
