Chop Faster and Halberd Buffs

Chop like you're on fire. (Faster animation, not less chops).

And these Halberd buffs that you can toggle in the configurations:
- Make the Halberd chop more efficiently (less chops), because it's made with alloy, which should be better than flint, by default 2x, making it level with the Moon Rock Axe from DST
- Also make the Halberd consume less uses when chopping (by default 0.5, meaning a Halberd can get you as many logs as a Golden Axe)
- Hack with Halberd, because it's made in and for the jungle, but remember not to hold the space bar when chopping Palm Trees! (by default off)

Additional option to:
- Dig up stumps in an instant
- Make boards cost 3 logs instead of 4, an interesting alternative to the more logs mods, and an interesting QOL tweak that doesn't make it too easy but also give you the sense of reward when you finally get your log farm working late-game (by default off)
