you have to go to the ladder and there is an option that says custom texture pack. then rotate to the pack and it will load.

I have uploaded the first two images of the header explaining it

I have all the perks (playing on sandbox) and haven't noticed any differences... not sure if the "garage expansion" is a dlc that I'm not seeing, or if that's has to do with the perks at all the toolboxes. Please help, mod looks awesome!
