Parmelion said he would make a submod to revert the change to 4 ideas per national idea unlocked. As far as I know, he did not, so I did it myself.

Works on existing savegames, but only after you take your next idea (i.e. if you already have 3 ideas, you won't get a national idea until you take a 4th, but then on the 6th, 9th, etc. you will get your NIs).

Literally only changes defines.lua, so it shouldn't cause issues with any other mods.
