Description
Stops collaboration governments from stealing your states if both you and them have it as a core -- most notably a problem for me when playing as Italy and having Italian Austria steal South Tyrol.

Only tested with Italy forming a collab government in Austria.

May be incompatible with some mods. However, my changes are very modular so that basic knowledge of HOI4 modding and the file structure should make it simple to plug this into other mods.
