Since the game released, I haven't found a SINGLE person explaining the proper way to unlock Roo on the PC version of Streets Of Rage 4. So here it is... in order to unlock Roo you have to highlight "Story" (main menu) and hold down the next combination of buttons:
F1* + UP arrow key** + ESC for 10 seconds.

* It's F1 not ENTER like everybody else says it is.
** Mind you, it's the UP arrow key, not the key you use to move your character.

That's all, enjoy Roo. Be sure to complete a stage so the game autosaves and keeps Roo unlocked.

Desde que el juego salió no encontré UNA SOLA persona que explique la manera correcta para desbloquear a Roo en Streets Of Rage 4. Así que aquí está... para poder desbloquear a Roo tienes que posarte en "Historia" (menú principal) y mantener apretada la siguiente combinación de botones:
F1* + flecha arriba* + ESC durante diez segundos.

* Es F1 y no ENTER como todos dicen que es.
** Ten en cuenta, es la FLECHA ARRIBA en el teclado, no la tecla que usas para mover a tu personaje.

Eso es todo, disfruten a Roo. Asegúrate de completar un nivel con Roo para que el juego guarde el progreso automáticamente y Roo permanezca desbloqueado.

Al principio no me salia despues saque el bloq num y lo probe tanto con la flechita como con el 8 del numpad por si las dudas y me funco . Asi que no se cual de las dos era pero funca asi tmb apretando teclas de mas .. Abrazo de gol !

How it actually work:
At keyboard (PC-Steam) you hover over "Story" option and the buttons you hold are F1+ key arrow up and press ESC (the real arrow up of your keyboard not the up key you remapped in game). After you press ESC you can release the buttons and enter story mode. Roo will be there. Note that you need to finish one stage with him to be permanently unlocked.

NO NEED FOR 10 SECONDS! Just first F1+Up, then esc

worked for me today. Be sure to HIGHLIGHT STORY MODE, hit the said keys above and hold for 10 seconds. I held it for 13 to be safe. Go to boss rush and youll see Roo on the far right

You may not notice it at first since theres no effect showing you unlocked them, but you unlock them
