This is because the game considers that to belong to the owner still and so its considered invasion of privacy and that is why CP is deducted for that. You can actually do DUI tests for every traffic stop and broken cars by the sides of the road. It is allowed, because there is probable cause since a driving infraction was committed. Other infractions include smoking tail pipes, excessive loud cars and basically any traffic stop as long as there is a valid reason to detain the NPC

Also Fake or Stolen IDs are both probable causes to do basically everything since in Brighton these are arrestable offenses (this means frisks, searches, vehicle searches, if any item is found that is illegal you have probable cause to add charges to the arrestee). Any person that commits a crime (from jawalking to car theft can be asked for the ID and are obligated to obey to the officer without CP penalties. However, if the ID is fine you can just leave the character with either a fine or verbal warning for the reason they were detained for in the first place. Imo really depends on how their response is or the kind of RP officer I am going for (if they say something like they didnt knew that was an offense I usual just leave them with verbal warning but if they say stuff like you must drive an hybrid when pulled over due to loud engine sound=fine)
