D's Cloud Shrouder

With the Rebels getting tired of constantly being spotted by the Combine, somehow, despite hiding in the tightest of places, they've devised the Cloud Shrouder as a means of cloaking. Unlike the Xenium Inhibitor which utilizes Xen crystals to disrupt the Combine tech and attack their minds, the Cloud Shrouder uses teleportation transference phenomenon, or TTP, concealing their operations around them from getting scouted. Furthermore, buildings within the shroud, gain additional defensive boost as the whirling energies around it make it hard to stay on target at the cost of small scrap tax.

The concept was first discovered by Isaac Kliener during his teleport malfunction back at City 17, with the arrival of Judith Mossman to the Arctic, and with the use of reclaimed combine tech, the concept was further expanded upon by the Argent Wolves. Nonetheless, keeping the TTP on for prolonged periods to defend the structures around it from incoming attacks does take a toll on the device as the phenomenon field itself is highly unstable. It utalizing the already positioned generators, means it does not require pylon energy to opperate.
