Chirpnado will appear within 1 minute of the start,At least when I tested it.
If you want to Achievements, please open Achieve it mod (Subscribe at the Steam Workshop to have it downloaded automatically and enable it from Skylines Main Menu under Content manager > Mods).
Please contact me if there is any abnormalit.

Can confirm, it works. Got the chivo on a modded game with 'achieve it' mod enabled.
