There is also this mod (https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2152760473) which does the exact same thing however I disagree with the balancing.

Values have been derived by calculating how much coal you would need to put into the large heating plant to generate the desired amount of heat and then putting that much coal into the coal power plant and using the amount of power generated. As such there is perfect conversion efficiency however instead of bring coal to small towns you can bring extra power lines.
