Not enough traffic in your harbours? :)
Here is a pack of small wooden fishing docks - fully functional in 4 variations:
- boats paths at 45 degree - their file name ends with a digit 4 (for 45 degrees)
- boats paths parallel to the dock - their file name ends with a digit 0 for 0 degrees
and each of the above:
- leaving from the left and coming back from the right - second to last letter in file name is L
- leaving from the right and coming back from the left - second to last letter in file name is R

Paths as short as possible so you can fit this dock in very narrow bays or tuck it on a river bank. Those at 45 degree have one arm/path slightly longer to make it a bit easier for adding fishing boat network in case you had few of such docks lined up next each other.

This pier comes with no road, so although still placed on a shoreline, in many cases you will need Move It to place it more accurately.

@Bennett - good idea, been thinking over it after your suggestions and have couple of new ideas to release for those wanting props. Will do that after my the project I'm making right now (I know it's a quick work to make a prop out of an existing asset but I got my head into another thing to beautify the cities ;))
