I'll analyze every card (by type) for Suguri (46 Billion Years).
There are 5 types of judgment (-- very bad, - bad, = neutral, + good, ++ very good), they still depends on your playstyle and way of win you wish to achieve.

Pros and Cons (from wiki)
Pros
+Tied for the highest EVD stat with Suguri, Suguri (Ver.2), Tsih, Aru, and Aru (Scramble)
+Passive is great at setting up KO's on low EVD characters
+Passive turns damage-dealing cards into essentially a Dash! that only Suguri (46 Billion Years) can use, especially with low cost cards like Cloud of Seagulls
+Hyper is free

Cons
-Below average HP and average DEF makes her reliant on good EVD rolls
-Average ATK means that she doesn't have good odds of KOing above average EVD characters, even if they are at 1 HP
- President's Privilege only covers the base cost of cards, so if Suguri (46 Billion Years) uses it, then boosts Star-Blasting Light, she will spend 60 stars, not 10
-Hyper gives Suguri (46 Billion Years) random cards, including mostly useless cards like Star-Blasting Light
-Hype is telegraphed, which allows for easy counter-play from cards like Scrambled Eve and Gift Exchange

For this turn, roll 3 dice for movement. Skip next turn.

Steal a random card from all players on the same tile as you.

Rbits
During this battle, gain +2 DEF.
You may not use the Evade command.

Reverse Attribute Field
During this battle, the positive and negative values of each ability of both units are inverted after adjustment.

  • Very risky card, but potentialy you can dodge an attack with 1 HP, while most other characters have much less chances to survive.

Gift Exchange
All cards are gathered from the players and dealt back randomly. The total number of each player's card remains unchanged.

  • Your hyper and damaging boost cards are less useful to others, while you might use others hyper or just took damaging boost cards, more useful if your deck have most of them.

Here and There
All players are moved to randomly chosen panels.

Holy Night
Permanent Effect.
Start-of-chapter bonus stars are increased by one.

Home Improvement
At the start of your next turn, randomly swap home panel positions. The first player to land on each home draws a card.

Indiscriminate Fire Support
Effect Duration: Infinite.
A random unit takes 1 damage. At the start of your turn, repeat this effect. The effect ends when a unit suffers KO.

  • Luck-based, but you can use it as dash mean you can have more benefits than others.

Little War
Effect Duration: 3 chapters
Offense and defense will happen twice in all battles.

Mix Phenomenon

  • Despite it's high star costs others have no use for this card at all, when you can use it for dash when you have lots of stars. If you wish to play agressively, using your passive, put something else.

  • While it's effect can help you defeat someone, it makes your EVD almost useless

Unpaid Work
Effect Duration: 1 Chapter.
No units will gain stars from any sources.

Thanks for all your comments, I really appreciate it.
You should try to play sometimes without relying on her hyper that much and maybe you'll open a different side of Suguri (46 Billion Years).

8-11, again you are right, if you using hyper-related agressively playstyle.
8) others may benefit much more using this card, like getting wins or put it to drop for someone step on it which is not useful for Suguri48B in most scenarios.

9) just + due to randomness of this card
10-11) imagine you exchanged Long Distant Shot with someone else's hyper, in most cases you gain more.

3-7 you rely on your weapons too much, when this guide is about different playstyles, if you do your playstyle judgment is right.

Traps:
8. Encore can function as card draw. Should be = minimum

Events:
9. Cloud of Seagulls is a free dash, and can function as a really good getaway card by either KOing herself, or her pursuer and she can dash away. Should be ++
10. Gift Exchange can steal Long Distance Shots, and completely counters her hyper. She also doesn't have a statline can abuse it. Should be --
11. Scrambled Eve functions in a very similar way. Should be -

Battle Cards:
3. Big Magnum is actually pretty good on 46B. She has problems with finishing off players, and if she doesn't get Long Distance Shot to set up a target she at least has a card to gain 2 ATK for reliable KOs. Should be +
4. I'm on Fire is 46B's best finisher card for finishing off characters after she got them low. Should be +
5. Rbits can't be used to defend against 46B if she gets someone to 1 HP, and it can patch her bad defense. Should be +
6. Rainbow Colored Circle can be used to have a much more likely chance to survive 46B if she gets you to 1 HP. Should be = at max, but realistically a -
7. Quick Restoration is similar to Rbits where it can't defend against 46B if she gets someone to 1 HP. Should be =

Here are some things that I think you got wrong with your guide

Boosts:
1. Long Distance Shot should be +++++. Its absolutely mandatory that 46B brings 3 of them no matter what.
2. Saki's Cookie is too useful on a lot of characters for the benefit that 46B gets from it, and it can be used to heal out of range of LDS. Should be -
