These wings are belt slot equipment, you can buy them in bars or travel shops(rarely).
You can also research unlock them in level 4 tech table(craft in Leather Armour Crafting Bench).

In my first play through i started a tridition of naming 3 women "Sunny" "Luna" and "Star". Now they are finally complete!!! All i have to do is re-name Cat-Lon Cirno and the great Fairy War can commence!
