Trying the compatibility thing, with every setting left on default, works great!
Here's how to do the setting that worked for me:
Right click on the game in the library on steam
Select "Properties"
Click "Installed files" on left
Click "Browse" in top right
Look for "LEGOBatman.exe", right click it, then select "Properties"
Go to the "Compatibility" tab
On the compatibility mode section, where it says "Run this program in compatibility mode for:" check the box for that one,
Select the option that says "Change it to "Windows XP (Service Pack 3)" right below the checked box,
Check the box for "Run this program as an administrator"
Click OK, and you're done!
Right click in steam games list
select properties
select installed files on left
press "browse..." in top right
in the explorer window that pops up, right click on LEGOBatman.exe and select properties
go to compatibility tab
click "Run this program in compatibility mode for:" and select XP service pack 3. (only tick box in top group)
Select "run this program as administrator" (third tick box in second group)
Press OK
Try now. It no longer locks up when driving the car on the first mission and the game loads quicker. This works on other early LEGO games, e.g. LEGO Star Wars
