Yes you need Halo Master Chief Collection to get the item. This works from buying the full package or one of the individual DLC.

You must have 5 Hours playtime or more on Master Chief Collection

No sorry you must have 5 Hours on Halo Master Chief Collection

I got master chief collection and 5 hours but I don't have?

Check you're inventory. As soon as you load into the game it doesn't tell you right away you got to open the inventory button in-game then it tells you.
