It's a new task, you have to beat.
It adds the whole game more variety. It's not like in the good old Cs:s, 1.6 times, where you could learn the recoil 100% by heart. With the Randomness, you still can understand and learn the recoil but only by and large, but not 100% specific. Every time you spray, it's a bit different then the last one you did. It's hard to explain how and how much it's going to be different, so I made some screenshots. Hopefully this will explain you this better.

1. Opened a bot game, without bots.
   
2. Opened Console: sv_cheats 1 and weapon_accuracy_nospread 1 (disables the Randomness)
   
3. Shot with the sweet AK-47.
   
4. Experimented and had some fun.

I know it's hard to see, so I made a more detailed screen.
At first view there are no distinction compared to the with and without randomness recoil, because the bullet holes changed. But if you look a bit more precise, you will see that I'm telling the truth :D
