Inflation Reduction Trait (Market Stability)

Adds a trait that allows reducing the inflation, which means easier buyouts. This is not balanced (but the lower levels are not too crazy). I'm not sure going over 100% changes anything but I though why not add more levels just in case. It is fully compatible with pretty much any other mods.

The trait costs 0 points and has 8 levels :

- Light 10%
- Moderate 30%
- Reasonable 50%
- Heavy 80%
- Extreme 100%
- Colossal 250%
- Gigantic 500%
- Extreme 1000%

At 100% setting on the first turn the buyout prices are 1/4 of their original prices (Inflation multiplier of x0,25 instead of 1), it can't go lower than that. I didn't try playing a hundred turns with it due to lack of time so I don't know if it still goes up or not, if it does still go up it will be much slower and that's why I put higher settings.
