I found Boris' Debt Register! Its in Mulders Row / Shinsworth Lane on an NPC walking around. its near Stumble Gate (the store you steal from that has the dead petty thief note its also near a merchant). If you go south of that then you can see him walking around the 2 guards. Its not on this map its that greyed out section to the left. I hope this helps!
