1) Put cones down in an ongoing lane to force AI traffic stop.
2) Aim at the vehicle and click RMB when you see "STOP". It will do the traffic stop but on foot.
3) [optional] set up road flares and park additional units on the side of the road.

well people would like to know how to do it it's not in any of the guides in the game also this was made at the time the video was published as public
